Ensure single-family home qualifies:
- Must be new construction
- Home must be site built
- Home must meet all building codes and standards requirements
- Home must meet all individual program requirements for each service completed
- ENERGY STAR homes must meet HERS index requirements
Additional program rules:
- To be eligible for electric heat incentives, natural gas must not be available at customers' property line
- To be eligible for gas heat HERS incentives, an air conditioner must be installed and included in the HERS modeling
- Incentive application must be received within 180 days of the Certificate of Occupancy issuance date or equivalent from the governing municipality
- Home cannot use on-site generation to achieve HERS index
- HERS modeling software must be approved by RESNET™ at the time of modeling
- Homes must meet current code requirements for duct leakage and air infiltration
- Performance and stand-alone measures cannot be combined

- Copy of HERS summary report
- Copy of ENERGY STAR certification (if applicable)
- Brand and model of equipment (if the home included above code equipment)

Incentives are associated with the December 1, 2016 tariff filing approved by the Utah Public Service Commission. All incentives are subject to change with 45 days notice. Additional terms and conditions may apply.
Customer Eligibility
Residential electric customers residing in the state of Utah who purchase their electricity from Rocky Mountain Power on rate schedules 1, 2, or 3 qualify. Landlords who own rental properties served by the company in the state of Utah where the tenant is billed on rate schedules 1, 2 or 3 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Rocky Mountain Power account holder.
How to Apply
Prior to starting a project, builders must complete their enrollment into the wattsmart new Homes program by doing the following:
- Hire and work with a certified HERS rater
- Complete the wattsmart New Homes builder application
- Your Rater will submit a completed incentive application with all required documentation within 180 days of the Certificate of Occupancy issuance date
