Be wattsmart and save on duct sealing and duct insulation. When energy is lost through duct surfaces, heating and cooling equipment has to work harder to make up for the loss. As a result, you could be spending too much money to maintain comfort. Duct sealing and duct insulation can cut those heating and cooling costs by 30 percent.

  • Incentives are available for existing homes only, not new construction
  • Incentive amount cannot exceed the total cost of the project.
  • All required documentation must be postmarked within 90 days of completion of the qualifying product or service purchase.
  • Additional incentive-specific qualifications and required documentation are listed below.

Duct sealing (stand-alone):

  • Work must be completed by a Qualified Contractor.
  • Must have a minimum of 10 linear feet of exposed ductwork located in unconditioned space
  • An electric heating system must serve at least 80% of the home’s conditioned living space
  • Cannot be claimed if also converting or upgrading heat pump or central air conditioner
  • Electric heat is defined as permanently installed, ducted system consisting of an electric furnace or heat pump serving as the home’s current primary heat source
  • Non-electric heat sources do not qualify (including gas furnaces, oil, or propane)
  • Duct sealing must reduce duct leakage to outside by 50% or more with a 100 CFM minimum reduction.
  • Duct sealing must be installed according to the specifications outlined in the California HVAC Trade Ally Manual.
  • Must have a minimum of 10 linear feet of exposed ductwork located in unconditioned living space.
  • All physically accessible ducts located in unconditioned living space must be sealed.
  • CAZ tests required for properties with non-sealed combustible heating and water heating appliances
  • Required documents include:
  • Completed and signed Incentive Application
  • Itemized receipt/contractor invoice (see incentive application for invoice requirements)
  • Third Party Payment Addendum for homeowners who are not listed on the utility account and who are applying for incentives
  • IRS W-9 Forms (for business and non-individual customers receiving incentives)

  • Pre-existing insulation levels may not exceed R-2 or existing insulation must be replaced with at least R-8
  • Services must result in final duct insulation of R-8 or greater
  • All physically accessible ducts located in unconditioned living space must be insulated
  • Duct sealing and duct insulation must be performed in the same project, with insulation installed after the ducts are sealed as outlined in the California HVAC Trade Ally Program Manual
  • CAZ tests required for properties with non-sealed combustible heating and water heating appliances
  • Required documents include:
    • Completed and signed Incentive Application

Customer Eligibility

Residential electric customers residing in the state of California who purchase their electricity from Pacific Power on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 qualify. Landlords who own rental properties served by the company in the state of California where the tenant is billed on rate schedules D, DL-6, DS-8, DM-9 or NEM-35 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.

How to Apply

Prior to starting a project, find a contractor using the California Participating and Qualified Contractors list. Note that select incentives must be completed by a Qualified Program Contractor. Review the incentive application with your contractor to determine eligibility requirements, incentive qualifications and review the list of required documents to submit for an incentive.

Incentive application and required documents must be postmarked within 90 days of the work completed date. Incentive checks are issued within six weeks of receipt of the completed and approved incentive application. Please allow for mail delivery time. Incentives are not to exceed the purchase price of the equipment or service. Equipment and service work may be inspected for compliance. Incentives are subject to California Public Utilities Commission approval and may change with 45 days notice. Additional terms and conditions may apply.
