Qualifications & Incentives

*Incentive is available to either the homeowner or the builder, not both

Ensure the home qualifies:

  • Must be new single family construction
  • Work completed must comply with all building codes and standards
  • For the electric heating incentive, home's primary heat must be electric baseboard, electric ceiling or wall heat, electric furnace, ductless heat pump, or electric ducted heat pump (space heaters do not qualify)
  • For the electric cooling incentive, home's primary heat must be natural gas furnace

Requirements for whole home performance path

  • Home must be at least 10% better than the current Washington State Energy Code
  • Home must complete the pre-qualification process; to schedule a pre-qualification appointment, please contact the program at [email protected]
  • Home may not qualify for any individual incentives in addition to the new homes whole home performance path incentive
  • Home is subject to program on-site inspections upon request, during construction or at completion
  • All services must be provided in accordance with the specifications in the Washington Technical Specifications Manual
  • Home must be modeled and inspected by a third-party RESNET certified Rater and be on the Rater List. Please contact the program for qualified Raters at [email protected]
  • Must use Better Built NW AXIS database for modeling purposes

Additional program rules:

  • Submit all documents within 90 days of certificate of occupancy issuance date
  • Incentive may not exceed total cost of the project

Incentives are associated with the Home Energy Savings (HES) program January 1, 2018 tariff filing approved by the Washington Utilities and Transportation Commission. All incentives are subject to change with 45 days notice. Additional terms and conditions may apply.

Customer Eligibility

Residential electric customers residing in the state of Washington who purchase their electricity from Pacific Power on rate schedules 16, 17 or 18 qualify. Landlords who own rental properties served by the company in the state of Washington where the tenant is billed on rate schedules 16, 17 or 18 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power account holder.

How to Apply

Provide your customers with accurate and complete incentive application paperwork to ensure uninterrupted processing and swift incentive payment.

If the customer is applying for the incentive:

  • At time project completion, trade ally should provide customer with:
    • Completed and signed trade ally section of incentive application
    • Completed and signed technical worksheet, if applicable
    • Itemized invoice/receipt and any other required documentation
  • Walk your customer through the rest of the incentive application so they know exactly what to submit
    • Notify the customer that their home will need to be inspected before the incentive can be approved
  • Point out the customer service hotline as a resource for them, and the 90-day submittal deadline
  • In the case of the missing information, assist your customer in securing any trade ally information or documentation

If the trade ally is applying for the incentive:

  • Complete and sign the incentive application
  • Complete and sign technical worksheet, if applicable
  • Submit itemized invoice/receipt and any other required documentation
  • Read the rest of the incentive application so you know exactly what to submit
  • Note the customer service hotline and the 90-day submittal deadline
  • In the case of the missing information, please provide any missing documentation back to the program
