Q. What is the Home Energy Savings Program?

A.The Home Energy Savings program provides cash back incentives to residential customers for the purchase of energy-efficient appliance products, home improvements and heating and cooling equipment and services.By helping customers reduce their energy use,Pacific Power not only helps customers save money on their energy bills, but also helps to reduce the growing demand for power in the region.

Q. What products and services qualify for incentives?

A. For a brief description of available incentives visit the Forms page. Visit the measure specific pages of the website for a detailed description of available incentives. Incentives are subject to tariff approval and may change with 45 days notice. Additional terms and conditions may apply.

Q. On my Incentive Application, it mentions my home may be inspected. What does this mean?

A.Your home may be selected for a random inspection. Applications will not be processed until the inspection is complete. An incentive check will be issued within 45 days from the date the home passes the inspection. During an inspection, we are seeking to verify the information on the application and to ensure that the insulation was properly installed. We're there to help the customer.

Q. I can't figure out which Incentive Applications to use, or how to fill them out. What should I do?

A. If you have any questions about the Incentive Application, qualifications for the program or about any letter you have received from us requesting additional information, please contact us directly. Q.Who is eligible to apply for an incentive?

A. Residential electric customers residing in the state of Washington who purchase their electricity from Pacific Power on rate schedules 16, 17 or 18 qualify. Landlords who own rental properties served by the company in the state of Washington where the tenant is billed on rate schedules 16, 17 or 18 also qualify for this program. You can locate your rate schedule on your bill or by calling 1-888-221-7070. Incentive checks are only issued in the name of the Pacific Power accountholder.

Q. What purchase dates are eligible for receiving incentives?

A. Your incentive application must be postmarked within 90 days of qualified purchase, installation, service or project completion to be eligible.

Q. Do I need a contractor?

A. Every measure has specific requirements that are detailed within the Incentive Application. Review all applicable Incentive Applications carefully to determine if you need a contractor. Q. Can my contractor cash my incentive check?

A. No, at this time, the Home Energy Savings program does not allow a third party to be paid for the work performed.

Q. Where is my check?

A. Eligible customers will have an incentive check issued within 45 days upon receipt of a completed and approved Incentive Application. The program will contact you if more information is required to complete your application. Please note that filling out forms incorrectly/incompletely will result in processing delays or denial. Q. Is there a deadline to submit my Incentive Application?

A. Please postmark your completed Incentive Application with required any documentation, within 90 days of purchase or installation.

Q. What are the terms and conditions of the HES Program?

A. Please refer to the back of each Incentive Application for the complete Home Energy Savings program terms and conditions. A complete list of forms can be located on the Forms page.

Q. Where do I locate the serial number for my appliance?

A. Serial numbers for appliances can usually be identified on the product itself. In most instances, the serial number can be found on the inside of the appliance (usually on the door or inside wall of the appliance) or on the back of the appliance. All new appliance incentives require a serial number for processing. Please note that applications filled out incorrectly or incompletely will result in processing delays or denial.


Q. Why should I properly size my central air conditioner?

A. It's important to remember that a bigger system is not always better. A properly sized central air conditioner will help improve comfort levels in your home by preventing short run cycles. In other words, proper sizing keeps your equipment from turning on and off frequently. For the proper sizing incentive, your contractor will gather information about your home including home floor area, insulation levels, type and size of windows and existing duct system. The contractor will use this information along with a sizing calculation tool to determine the correct size equipment for your home.

Q. Why should I tune-up my central air conditioner or heat pump?

A. Tuning up your existing central air conditioner helps to ensure that your system is working efficiently. A well-tuned system means a more comfortable home for you and your family. During the central air conditioner tune-up, a Home Energy Savings program qualified contractor will perform two diagnostic tests; one to test the system's air flow and the other to test refrigerant charge.

The technician may also improve air flow by doing a combination of the following:

  • Fixing damaged or incomplete duct systems
  • Installing new return ducts leading from an area that is difficult to heat directly to the furnace cabinet
  • Cleaning return and supply registers and grilles
  • Cleaning air handler blowers
  • Cleaning coils



Modified Energy Factor, or MEF, is a calculation used to compare the relative efficiency of different clothes washers. The higher the value, the more efficient the clothes washer. To find your clothes washer's MEF, go to the ENERGY STAR® website at


Energy Factor, or EF, is the energy performance metric used for dishwashers and electric storage water heaters. The higher the EF, the more efficient the dishwasher or electric water heater. R-value of insulation is a measurement of the insulation's ability to resist heat traveling through it. The higher the R-value the better the thermal performance of the insulation.


U-Factor measures the heat transfer through a window and let's you know how well the product insulates. The lower the U-Factor, the greater resistance to heat flow (in and out) and the better its insulation value.


Seasonal Energy Efficiency Ratio, an equipment efficiency rating that measures how much energy it takes to cool the air. It measures how efficiently a cooling system will operate over an entire season. The higher the SEER, the more efficient the air conditioner.


Heating Seasonal Performance Factor, an equipment efficiency rating. HSPF is a measure of a heat pump's energy efficiency over one heating season. It represents the total heating output of a heat pump (including supplementary back-up electric heat) during the normal heating season.
